Perceived Progress, Risks of Information Sharing and Interoperability between Military Organizations and Federal Agencies

This qualitative study examined efforts by the military organizations and federal agencies to improve information sharing, interoperability, and systems integration in all business practices. More specifically, a survey instrument with six open-ended and eight demographic questions was used to measure the perceived progress, issues, challenges of information sharing, interoperability, and systems security by analysts from two military organizations and one federal agency located in the Eastern Region. The terror events of September 11, 2001, brought to light weaknesses in information sharing between military organizations and federal agencies. Accordingly, systems security and interoperability integration underwent a period of difficulty in exchanging information between the federal agency and military organizations with different interfaces, models, and protocols. Security integration ensured that systems developed in one domain worked with systems in another, allowing critical information flow to protect government networks against internal and external threats. Other critical issues covered whether or not interoperability integration and security systems within military organizations and federal agencies should be increased. If their systems were unable to operate, information sharing with federal agencies would be more complex or impossible to implement.
