This brief provides district and other educational leaders with research-based information on aligning professional development policies with teacher evaluations to drive more comprehensive human capital management. First, this brief describes an aligned evaluation and professional development system. Next, it discusses existing models and research on alignment between professional development and evaluation systems within an HCMS. Finally, it presents several practical recommendations for district leaders to help align evaluation and professional development to drive systemic, comprehensive human capital policies and programs.
