In the last decade, higher education institutions have come under attack for their inability to enhance graduation rates. Although community colleges are known for their open-door enrollment policy, they are currently challenged to improve student success. This study was designed to determine which strategies have been most effective in facilitating degree completion of Hispanics at the original Achieving the Dream colleges in Texas. Graduation rates of Hispanic students within the 3 graduation cohorts from 2004-2007, 2005-2008, and 2006-2009 were collected from the Integrated Postsecondary Education Data System (IPEDS). The qualitative data were gathered in personal interviews to examine the attitudes and perceptions of administrators, faculty and staff of El Paso Community College (EPCC) regarding the effect of Achieving the Dream on Hispanic student success. Of the seven colleges studied, the percentages of graduation rates collected from the three cohorts indicated that graduation rates did not increase since implementation of Achieving the Dream in 2004. EPCC was the only college that had increased graduation rates each cohort year. Additionally, the attitudes and perceptions of administrators, faculty, and staff were positive in regards to Achieving the Dream and student success at EPCC.
