Legislative Review. A Look at Higher Education in Week 3: January 24-28, 2011

This issue of "Legislative Review" takes a look at the news in higher education from January 24 to 28, 2011. This Legislative Review reports that: (1) Opening testimony on HB 1003, the University System budget bill, was completed January 24 and 25. The committee also heard testimony on HB 1020, the NDSU Ag Main Research, Branch Stations and Extension Service, on January 25; (2) HB 1369, a bill to add accountability measures related to non-instructional costs and non-resident students, was heard in House Appropriations, Education Division, January 26; (3) HB 1385, a bill to provide free tuition and fees for "mature" students, was heard in House Education January 25. The bill also would exempt students ages 55 and older from admission requirements; (4) SB 2057, a bill that establishes Centers of Research Excellence, Centers of Entrepreneurship Excellence and Centers of Workforce Excellence, was heard in Senate Appropriations January 27; (5) SB 2213, a bill to increase the family medical leave available to state employees from 40 to 80 hours, was heard in Senate Government and Veterans Affairs January 28; (6) HB 1060, a bill to clarify Centers of Excellence audit requirements, was heard in House Appropriations January 26; (7) HB 1208, HB 1257 and HB 1263, three bills prohibiting discontinuance of UND's Fighting Sioux nickname and logo, were heard in House Education January 26; and (8) Better known as the "flexibility with accountability" legislation, HB 1033, HB 1034 and HB 1035 were heard in House Appropriations, Education Division, January 27. Lists of bills failed this week and bills on the week four agenda are also reported.
