Review of Research on the Nebraska LEP Plan Components. Reference Desk Response

In Nebraska, pursuant to Nebraska statutes 79-1014, districts must submit a Limited English Proficiency (LEP) Plan by mid October of each year as specified by statute. The LEP plan is meant to specifically address the needs of Limited English Proficient (LEP) students and will be used in calculation of state funding for the following fiscal school year. District LEP plans are approved or disapproved by the Nebraska Department of Education and are used to determine resource allocation and technical assistance from the state. Districts submitting LEP plans are required to explain how they will address four LEP components identified within the legislation: (1) identification of students with limited English proficiency; (2) instructional approaches; (3) assessment of ELL students' progress toward mastering the English language; (4) an evaluation to determine the effectiveness of the elements of the district's LEP plan. The Nebraska Department of Education (NDE) requested that REL Central review the research to determine to what extent it supports the components of their required district LEP plan. Specifically, the NDE requested information on research that examines the influence of the components on student performance. This report provides a general overview of areas for Nebraska to consider when reviewing the district LEP component plans. The information from this report will also be used by NDE staff to provide technical assistance to districts and support schools in making improvements. Two appendixes present: (1) Idaho LEP Program Evaluation Guidance; and (2) What State/Districts Are Doing. (Contains 1 table and 2 footnotes.)
