This monograph discusses how to make England's further education (FE) system genuinely responsive to learner demand, as well as stable, affordable, and of high quality. It looks at how a demand-driven system can be organised and funded, at what is required of governments, and what can be left to learners themselves and to the education and training institutions they choose to patronise. It argues that we should move to a system that uses a far simpler system of accrediting providers and awarding bodies and to finance mechanisms that combine the main features of England's current higher education (HE) system with genuine learner accounts, controlled by learners themselves. These reforms would allow FE to respond far more effectively to individuals', and the country's, interests than current arrangements, which are overwhelmingly determined by government procurement and the demands of politicians and government agencies.
