Public Policy Forum
This is the 9th annual report on conditions affecting the Racine Unified School District RUSD). Over the past decade, the conditions affecting the district as well as the school outcomes have changed in some ways and remained stable in others. This analysis compares RUSD to nine peer school districts and the state of Wisconsin. RUSD peer districts, for the most part, are Wisconsin's largest (Milwaukee Public Schools excluded) and their enrollments are similar to the enrollment in Racine. Each district is examined based on enrollment, finances, staffing, student engagement, and student performance. Data collected for the analyses over the past nine years makes it possible to provide a snapshot of how RUSD is faring and puts the latest information in a historical context. Major findings include: (1) RUSD enrollment for 2005-06 decreased 0.3%; however, as total enrollment decreased, enrollment of minority students continues to increase; (2) RUSD is moving toward a majority minority enrollment; (3) State aid to RUSD increased 10.1% while property taxes dropped; (4) For the third consecutive year, RUSD improved its truancy rate; the reported rate of 9.7% is close to the statewide rate of 9.5%; (5) Participation in athletics and music declined somewhat while participation in academic extracurricular activities increased; (6) Suspension and expulsion rates in RUSD increased; and (7) Student performance measurements at RUSD yielded mixed findings. Two appendixes are included: (1) Definition of Terms; and (2) Individual School Reports. (Contains 35 figures and 35 tables.) [This report was commissioned by Education Racine, Inc.
