"The Navigator" is a free newsletter published by the Center for Higher Education Policy Analysis (CHEPA) focusing on directions and trends in higher education policy. The theme of this issue is: "Education and Homeless Youth: Policy Implementations." The lead article, authored by CHEPA director William G. Tierney, describes CHEPA's study of the educational experiences of homeless youth in Los Angeles. The goals of the project were to assist the public school system in developing programs and procedures that improve educational outcomes for homeless youth, and to present data to policymakers and advocacy. Other articles in this issue include: (1) Increasing Access via Mentoring Program (I AM); (2) Community Outreach: Partnering with Homeless Youth and Agencies; and (3) What Should Be Done to Better Serve Homeless Youth? (Patricia Julianelle, Mark Kleger-Heine, Susan Rabinovitz, and Susan Finley). A "First Person" narrative about life as a homeless teenager by Franklin Arburtha is also presented.
