The National Education Association (NEA) Handbook is published annually for use by Association officers, national and state staff, members, and other interested leaders in the field of education. The Association's key governance documents--including the Constitution, Bylaws, and Rules, and the Legislative Program, resolutions, policy statements, and new business adopted for the current program year--are included in this volume. The handbook also provides general information on governance, program units and staff, strategic plan, membership, and recognized NEA caucuses.
