This discussion paper evaluates the impact of HIV/AIDS on the education sector in the Asia Pacific region. It looks at the impact of the epidemic on children (aged 0-18) focusing on how the presence of HIV/AIDS in the household affects the education sector. Examples are summarized from research papers from inter-governmental agencies including UNESCO, UNICEF, UNAIDS and WHO on how children in the Asia Pacific region are affected by parents suffering from HIV/AIDS. Children living in a household with PLWA (people with HIV/AIDS) are more liable to experience loss of social and family support, stigma and discrimination, and decreased access to education, health care and social services. With an increased responsibility as caregiver at home and withdrawal due to shame, children are deprived of their rights to education, care and support. The education sector is encouraged to be more active in teaching HIV/AIDS to minimize misconception about the epidemic and discrimination caused by superstition and ignorance. A rights-based approach is advocated in regard to the rights of children to receive an education regardless of their background and family condition. More research should be conducted on the impact of HIV/AIDS on children and young people as the limited number of studies which exist lead to narrow conclusions and thus impair the effectiveness of policies. It is suggested that universities and institutions in the region form strategic partnerships with national AID programmes and governmental organizations to develop national research agenda on children and HIV/AIDS.
