Opening Up a New World: A Good Practice Guide for Delivering Basic Skills and ESOL in the Local Community.

This document brings together the good practice that was developed and demonstrated through a series of pilot projects that were funded in 2001 by the United Kingdom's Learning and Skills Council to extend outreach literacy and numeracy provision in local community settings. The guide's nine chapters discuss the following topics: (1) the development phase (research, planning, preparation); (2) engaging new learners; (3) advice, guidance, and support; (4) initial assessment and recording learners' progress and achievement; (5) working in partnerships; (6) staffing and staff development; (7) record keeping and assessment; (8) using information technology; and (9) asylum seekers and refugees. All chapters include checklists and one or more case studies. The following are among the 59 criteria for good practice that are listed in the appendix: (1) target people who are not necessarily following a basic skills program but where a need has been identified; (2) do not limit programs to specific target groups; (3) collaborate to break down barriers to learning; (4) work toward a community of interests; (5) embed basic skills in other provision or community activity; (6) focus on individual learners; (7) offer ongoing and personal support; (8) use mentors for ongoing support; and (9) use assessment that is sensitive and rigorous and helps learners to progress.
