This document provides an overview of issues pertaining to high-demand enrollments and summarizes the reports public colleges and universities in Washington state submitted about how they used new enrollments to respond to high demand program needs. Each institution is required to report annually on their responses to high-demand program needs. "High-demand" describes instructional programs or fields in which student enrollment applications exceed available slots and career fields in which employers are unable to find enough skilled graduates to fill available jobs. The report from the State Board for Community and Technical Colleges (SBTC) for the 34 2-year institutions reflects this definition, but reports from the baccalaureate institutions define "high-demand" as programs with unmet student needs, and "high-need" as those from which employers and the state need more graduates. In general, the reports show the conflicting pressures and expectations public institutions face and the costs of high-demand programs.
