The General Accounting Office (GAO) examined publicly supported training programs for employed workers, including low-wage workers. The GAO surveyed local workforce boards nationwide and received responses from 470 boards. Two-thirds of the responding boards provided assistance to train employed workers, including partnering with employers to develop training proposals and funding training. All 16 states contacted by GAO also funded training for employed workers. Although many types of training for employed workers were being funded, most funding went to occupational training to upgrade skills in areas such as learning new computer applications and basic skills training in areas such as English and math. Community or technical colleges were the institutions used most frequently to deliver such training. In targeting training specifically for low-wage workers, state and local officials addressed several challenges hindering individuals' and employers' participation in training. State and local officials also addressed some of the following personal issues that make it difficult for low-wage workers to participate in training: limited English and literacy skills, childcare, transportation, scheduling conflicts, and financial constraints.
