A Resource for Using the Framework for Work-Based Foundation Skills.

Intended for programs and organizations that provide employment, education, and training services, this guide is organized to show how the work-based foundation skills framework tools may be used in interaction with customers. Section 1 discusses framework development, framework tools (21 work-based foundation skills and knowledge areas, lists of competencies, links to assessment options, links to occupational skill standards, guidance and resources), and framework principles. Section 2 provides models and defines the foundation skills and knowledge components of the framework. Section 3 organizes the skills and knowledge into the specific competencies underlying each skill. Sections 4-7 provide tools, information, and ideas to use the framework for intake and goal setting, instruction, assessment, and program development. Sample forms are provided. Section 8 provides additional resources, including 10 websites, 187 references, annotations for 6 Pennsylvania and 30 national websites, and a glossary of workplace education terms. (YLB)
