This Congressional report contains the testimony and documents presented for the record at the second of two hearings on the effects of welfare reform and the Temporary Assistance for Needy Families (TANF) block grant. Other areas receiving particular attention from witnesses included the impacts of education and training on employment patterns and welfare recipients' success in achieving economic self-sufficiency and the adequacy of the education and training authorized under TANF. The oral and written testimony focuses on the work requirements within the welfare reform bill that Congress passed in the 1996 legislation.
