Thematic Review on Adult Learning: Finland. Country Note. Revised.

This country note analyzes main issues concerning adult learning and policy responses in Finland. Section 2 describes the political, economic, and social context in which adult learning fits. Sections 3-6 follow these four themes impinging on adult participation in learning: inadequate incentives and motivations; complex pathways between learning settings and lack of transparency in signaling learning outcomes across formal and nonformal settings; inappropriate teaching and learning methods; and lack of coordination between public policies that affect lifelong learning. Section 3 describes government and social partners' actions to improve motivation and incentives, including an education and training insurance program to guarantee financial aid to adults, and incentives for aging adults and special groups. Section 4 focuses on how integrated the institutions' approach to provision and participation is, including a second chance for adults; serving atypical clients; openness to change; building individual pathways; and guidance and counseling services. Section 5 deals with improving quality, pedagogy, and variety of learning provisions, such as eLearning, learning at work, guidance services, and teacher training. Section 6 considers what is being done to ensure policy coherence and effectiveness, including an holistic approach; policy to cater to those most in need; the role of social partners; shared funding and responsibilities; open universities; and pension schemes. Section 7 summarizes strengths, weaknesses, and challenges and makes recommendations for improvement. (Contains 23 references.) (YLB)
