Partnerships in Assessment: Auspicing in Action.

Auspicing in Australia's vocational education and training (VET) sector involves organizations entering into partnerships with registered training organizations (RTOs) to have the training and assessment they undertake recognized under the National Training Framework. RTOs bear responsibility for assuring the quality of the assessments conducted by other organizations and for issuing the qualifications and/or statements of attainment that ensue from the training. A sample of auspiced assessment arrangements was subjected to a comprehensive examination that included a review of the national and international literature on partnerships and case studies of 6 sites across Australia. Although the case study organizations used various strategies to assure the quality of assessments conducted on their behalf, they all generally covered the following facets of the assessment process: (1) selection, training, and ongoing professional development of assessors; (2) development of resources to support the conduct of assessment; (3) information on assessment for assessors and candidates; and (4) verification and validation strategies. Appendixes constituting approximately 60% of the document contain the following items: the study methodology; case studies; profiles of VET-in-Schools programs; a preliminary negotiation flowchart; research documentation; and a list of key informants to the research.
