This report describes the progress of minority students in the Maryland's system of higher education. Part 1 includes a statewide analysis, by staff from the Maryland Higher Education Commission, of 4-year trends in the performance measures related to minority achievement that are included in the most recent performance accountability report. Individual institutions making progress toward benchmarks, as well as those falling short of their goals, are cited. Part 2 includes analyses of the institutions' reported activities to improve the recruitment, retention, and graduation of minority students, especially African Americans, and the recruitment and retention of minority faculty and staff. The analysis is based on brief reports submitted by each institution, with emphasis on those efforts that have already demonstrated success.
