Workforce Investment Act: States and Localities Increasingly Coordinate Services for TANF Clients, but Better Information Needed on Effective Approaches. Report to Congressional Requesters.

The General Accounting Office (GAO) reviewed the state and local coordination of Temporary Assistance for Needy Families (TANF) and Workforce Investment Act (WIA) services for TANF clients. Data were gathered though the following activities: (1) analysis of surveys of WIA officials in all 50 states that were conducted in 2001 and 2000; (2) visits to 9 localities in 4 states; (3) telephone interviews with state TANF and workforce officials in 12 states and Department of Health and Human Services (DHHS) regional officials in 9 regions; and (4) a review of relevant research. Nearly all states reported some coordination of their TANF and WIA services, and the use of some coordination methods increased between 2000 and 2001. Coordination between TANF and WIA was hindered by differences between the two programs and by their use of different information systems. GAO recommended that DHHS and the Department of Labor (DOL) work together to develop ways to jointly disseminate information on how some states and localities have used the flexibility afforded to them under TANF and WIA to pursue coordination strategies.
