Gaining Ground: The Labor Market Progress of Sectoral Employment Development Programs. SEDLP Research Report.

The Sectoral Employment Development Learning Project conducted a longitudinal survey of participants of industry-based workforce development programs about two years after completing training. Outcomes for unemployed and underemployed workers--77 percent of the sample--indicated increased hours worked and increased earnings per hour produced steady and striking improvements in annual earnings; participants reported working more hours; and an overwhelming majority of employed participants were satisfied with jobs held and reported significant improvements in the availability of benefits through employment. Outcomes for welfare recipients were increased hours worked and increased earnings per hour; decreased proportion on welfare; decreased dollar amount of benefits; and dramatically improved job quality. Employment status showed the percentage who reported working for some portion of the year remained high; participants continued to increase number of hours worked during the week and number of weeks worked during the year; year-round work was more prevalent; job satisfaction remained high; employee benefits packages remained much improved; participants reported high levels of job satisfaction; and a significant majority felt their future jobs, employment, or career prospects were better because of their experiences with sector training programs.
