A Quality Teacher in Every Classroom: Improving Teacher Quality and Enhancing the Profession.

Through the No Child Left Behind Act and various budget proposals, President Bush is addressing the challenges of teacher quality and teacher training byassisting states and districts as they strive to improve teacher quality, taking specific steps to enhance the teaching profession and work environment, and providing new tools for teachers in specific areas of instruction. Some of the key elements of this agenda include: $2.85 billion in grants to states to improve teacher and principal quality; support for programs that provide innovative ways to recruit new teachers (e.g., Troops to Teachers, which helps place members of the armed forces into teacher education, and Teach for America, a national core of recent college graduates who commit 2 years to teach in public schools); the Teacher Preparation Act, which ensures that teachers, principals, and school officials can take reasonable steps to maintain order and discipline in the classroom without fear of litigation; a proposed Teacher Tax Deduction on up to $400 of qualified education expenses; training and support for early childhood educators; reading initiatives to help students become successful readers; professional development to help teachers educate English language learners; and support for training teachers of students with disabilities.
