Successfully integrating technology does not result from isolating and focusing solely on technology issues but rather from infusing technology into the overall school culture. Chris Dede (1998) suggests that effective integration of new and emerging technologies requires simultaneous innovations in pedagogy, curriculum, assessment, and school organization. These competing demands compound the difficulties of effectively integrating technology into daily practice. Ritchie (1996) described these needs in the form of eight variables that impact technology adoption and implementation in classrooms. Of these, a lack of administrative support is identified as the most crucial. Without administrative support, other variables such as inadequate professional development or lack of funds are more likely to impede the effective use of technology in schools. This review is organized from the perspective of the school leader. Topics discussed in detail in this review include: vision, planning, community relationships, tools and media, integration, professional development, access, support, accountability, and ethical and legal issues. All contribute significantly to the effective use of technology to support teaching, learning, and school management.
