This book is a directory that describes about 1,100 discretionary grants and contracts supported by the Research to Practice Division of the Office of Special Education Programs. The projects are grouped into sections representing the seven program areas of the Individuals with Disabilities Education Act (IDEA) Amendments (1997), Part D. This third volume of four describes projects concerning technical assistance and dissemination, parent information, and state improvement. The Technical Assistance and Dissemination program provides technical assistance and information through mechanisms such as institutes, regional resource centers, clearinghouses, and programs that support states and local entities in building capacity to improve early intervention, educational, and transitional services, and programs that address systemic change goals and priorities. The Parent Training and Information program aims to better meet the needs of parents, particularly underserved parents and parents of children who may be inappropriately identified and to assist parents in understanding the effective use of procedural safeguards under the IDEA. The state improvement program assists state educational agencies and their partners in reforming and improving their systems. The projects are grouped by funding competition and include contact information. Four indexes are provided: project directors, organizations, state, and subject. (CR)
