Best Practice Compass to Workforce Development: A Study. A Toolkit for Policymakers, Donors, Governments, NGOs and Practitioners.

This document, which is part of a toolkit for policymakers, donors, governments, nongovernmental organizations, and practitioners, presents the results of case studies of a group of 30 workforce development programs that were selected (during a 2-day workshop by a panel of 14 experts) as representing a balance among geographic regions served and as having general applicability to the types of situations faced by experts from the U.S. Agency for International Development. Section 1 provides information on the study and the toolkit that emerged from it. Section 2 explores the definition, challenge, and importance of workforce development. Section 3 identifies trends in workforce development investments and the common implementation issues faced by workforce development initiatives worldwide. Section 4 draws on lessons learned from the case studies and the literature review and analyzes what works in workforce development projects. Section 5 discusses the task of measuring the benefits of workforce development. Section 6 summarizes the preceding sections. (Contains 11 endnotes and 36 references.
