Workforce Development Education Program. Program Review. Report.

The performance of Florida's Workforce Development Education Program was reviewed. The following were among the data considered: (1) data on program enrollment, program completion, and earnings; (2) data on workforce programs provided from 1992-1993 to 1998-1999; and (3) the 97 responses obtained in a telephone survey of 418 Florida businesses (response rate 23%). Florida's workforce programs provided between 1996-1997 and 1998-1999 produced higher employment rates and higher average beginning wages for program completers than in previous years. The improved rates were attributed to a strong economy and to the actions taken by community colleges and school districts in response to legislative initiatives linking performance to funding. The following were among the recommendations to Florida legislators: (1) require local providers to justify providing programs with low completion rates; (2) require a more timely process for identifying new and emerging occupations; and (3) amend the funding formula to provide consistency in performance awards over time.
