This study examined the historical background of Western Iowa Tech Community College (WITCC) from its inception as a postsecondary vocational-technical college located in a discarded elementary school building in Sioux City, Iowa, in 1966. This study also chronicled the transformation of WITCC to a Merged Area XII campus reaching the total populations of Woodbury, Plymouth, Cherokee, Ida, Monona, and Crawford counties in Iowa. The research focused on the connection of the college with the various communities it served in western Iowa and the ways in which these communities' needs were served over a period of 33 years; economic dynamics and political climate of Sioux City and their historical influence on the WITCC's inception were examined. Personal interviews with current and retired administrators were the main primary data sources; monthly board minutes from 1966 to 1995 were used as a secondary source in this study. This case study documented that the shifting educational philosophies and technological advances have transformed the college into a more comprehensive community that offered programs in liberal arts and sciences, and it argued that the major trends and events that influenced the education of the unserved segment of the population mirrored the changes in other community colleges across the nation.
