Using Training Indicators To Improve Planning for Vocational Education and Training.

Training indicators are functional suites of quantitative and qualitative indicators of current or future vocational education and training (VET) supply and demand. The training indicators approach to educational planning considers indicators of present and likely future conditions for skilled labor and forms judgments about the most appropriate courses of action to improve skilled labor outcomes. The use of training indicators to make decisions related to VET policy and programs in Australia at the commonwealth, state, and other levels was reviewed. The review established that the training indicators approach has proved valuable, especially when it successfully synthesizes major demand-side and supply-side training indicators or derives actual measures comparing training demand to training supply. A range of supply and demand training indicators was being used in national and state VET planning and region-industry planning, and evidence of persistent demand for training indicators was found. Twenty-six training demand, training supply, and derived training measures were proposed for assessing changing VET demand at the national, state, and regional levels. Thirteen recommendations were presented regarding good practice in using training indicators, developing the range of training indicators, improving the implementation of the initiative Key Performance Measure 2, and improving the dissemination of training indicators.
