This document provides numerical data on the rates of population participation in the Virginia Community College System (VCCS) by city and county. Population estimates are based on March 2000 U.S. Census Bureau estimates. Highlights include: (1) the within-region rate for the VCCS is 1.7%, which exceeds the previous year's level and is most comparable to the tabled service region rates for each college; (2) participation continues to be highest for the southwestern region, with Southwest Virginia Community College having the highest rate; (3) using all in-state enrollments, the number of Virginia's population served by the VCCS increased to 1.8%, an increase over the previous year; (4) Virginia's total credit participation rate, 1.9%, substantially exceeds that for two-year colleges in the Southern Regional Education Board (SREB) states (1.8%) and matches the national rate; and (5) rates for combined credit and non-credit participation for fall 1999 are 2.03% (region), 2.22% (state), and 2.35% (total enrollments)--each substantially higher than credit-only rates and exceeding the previous year's participation.
