As part of the National Evaluation of Welfare-to-Work Strategies (NEWWS), the experiences of welfare recipients who find jobs were studied. The study focused on the employment outcomes of 17,055 program group members from 6 of the 10 NEWWS evaluation sites. Data were obtained from unemployment insurance records and the findings of a survey administered 2 years after random assignment for a subsample of 4,709 program group members. Approximately 80% of the NEWWS sample members worked at some point during the 4-year follow-up period. On average, those individuals who found jobs were employed for just over half the follow-up period. A majority experienced one or two spells of unemployment. Those individuals who worked relatively continuously throughout the follow-up period started working relatively early in the follow-up period and experienced nearly 50% earnings growth over the 4-year period. The following characteristics were associated with success in sustaining employment: higher education and basic skill levels, more recent work history, and fewer personal barriers. Age, ethnicity, marital status and children, depression levels, and prior welfare receipt had small or negligible effects on ability to find and sustain employment.
