Successful Job Placement for Ex-Offenders: The Center for Employment Opportunities. Program Focus.

This document profiles the job placement program for ex-offenders that the Center for Employment Opportunities (CEO) in New York City has implemented successfully since 1992. The document begins by describing the program's main components, which are as follows: (1) a 1-day recruitment and orientation program; (2) a 4-day life skills course; (3) an initial session with a job developer; (4) a 2- to 3-month program consisting of day-labor on a work crew and weekly job preparation sessions and interviews; (5) placement in a job; and (6) follow-up services for approximately 6 months. The program description is accompanied by the following items: (1) a case study of three national-level agencies' collaboration in successful job placement programs for ex-offenders; (2) an overview of previous supported-work initiatives; (3) a summary of the CEO program rules that were formulated to foster participant reliability; (4) a summary of the CEO program's selling points to employers (CEO acts as a human resources department, CEO provides employees who are almost always reliable, and an entire organization is behind every employee); (5) overviews of CEO's staffing policies and finances; and (6) a discussion of keys of the CEO program's success.
