State TANF Policies as of July 1999. Welfare Rules Databook. Assessing the New Federalism: An Urban Institute Program To Assess Changing Social Policies.

This publication provides tables containing key Temporary Assistance for Needy Families (TANF) policies for each state as of July 1999, plus longitudinal tables describing a subset of states' policies from 1996-99. Tables are based on information in the Welfare Rules Database (WRD). The WRD was developed in response to the increasing difficulty since the early 1990s of tracking how states operate their cash assistance programs for needy families. The publication is divided into five groups of tables: (1) Initial Eligibility (Does the state try to divert some families from becoming recipients? How does family composition or individual status affect eligibility? What level of assets can a family have and still be eligible?); (2) Benefits (If a family passes all eligibility tests, what is received?); (3) Requirements (Once deemed eligible, what must recipient families do to maintain benefits? What work activities are required?); (4) Ongoing Eligibility (What eligibility tests must recipient families pass for continuing eligibility? Are children eligible if born while the family receives benefits? How long can a family receive benefits?); and (5) Policies across Time, 1996-99. Each chapter includes an overview of the policies and details on specific tables. The publication summarizes the detailed information in the WRD. An appendix presents component descriptions. (SM)
