District of Columbia College Access Act of 1999. Public Law 106-98, 106th Congress.

This Act was passed to establish a program that enables college-bound residents of the District of Columbia to have greater choices among institutions of higher education. The Act provides that the District of Columbia, through the Mayor, will award grants to institutions of higher education in Maryland and Virginia that will pay the difference between the tuition and fees charged in those states for in-state students and those paid by out-of-state students, thus guaranteeing that students from the District of Columbia will pay in-state tuition and fees in those states. No more than $10,000 each year and a total of $50,000 may be paid on behalf of each student from public schools, and no more than $2,500 for each award year and a total of $12,500 may be paid on behalf of students from private schools. Provisions of the law define eligible institutions and students and authorize necessary appropriations. The Act also authorizes appropriations for the University of the District of Columbia. (SLD)
