This KIDS COUNT report examines statewide trends in the well-being of Tennessee's children. The statistical portrait is based on indicators of children's well-being in five broad areas: (1) healthy babies, including enrollment in the TennCare insurance program, prenatal care, infant mortality and child deaths, and immunizations; (2) healthy children, including teen deaths, substance abuse, and sexually transmitted diseases; (3) healthy minds, including mental health, education, high school dropout rates, and child care and preschool education; (4) healthy families, including population demographics, unemployment, single-parent families, and income and poverty; and (5) healthy communities, including domestic violence, child abuse, juvenile justice, child welfare, and school safety. Following an executive summary highlighting major findings, the report provides findings, by county, for each of the indicators. Among the findings are the following: (1) nearly half of TennCare participants are under age 20; (2) African-American babies died nearly two and a half times more often than white babies; (3) in the 15-19 age group, white teens were 3 times more likely than African American teens to die in an automobile accident, whereas African American teens were 16 times more likely than white teens to die due to homicide; (4) the number of regulated child care agencies in Tennessee has increased; (5) high school dropout rates have decreased; (6) Tennessee ranked 41st among states in median income; (7) food stamp participation has decreased since 1994; (8) child abuse declined slightly between 1997 and 1998; and (9) between 1994-95 and 1998-99 the number of children committed to state custody declined by nearly one third.
