City University of New York--Measuring Faculty Teaching Workload: Data Reliability.

The City University of New York (CUNY) measures teaching workload according to credit hours taught by faculty. This information, as well as other personnel and faculty workload data, are recorded in CUNY's central administration's computerized City University Personnel System (CUPS). Each campus is required to submit electronically data on faculty workload at the end of each semester and annually. This audit examined CUNY's ability to measure its teaching workload for the period July 1, 1997 through June 30, 1998, specifically looking at what steps CUNY needs to take to improve the reliability of CUPS data for the purpose of measuring and comparing its faculty teaching workload. One of the significant limitations found was that colleges were updating the data to reflect maximum credit hours permitted under the faculty contract rather than the actual workload performed by the faculty. It was also determined that CUPS showed no teaching workload for some faculty members while other faculty members were credited for non-structured courses such as lectures, independent study, and class sizes of less than six students. In order to accurately access the impacts and validity of the data collected in CUPS, colleges must record their actual teaching workloads, resolve instances where faculty are listed without any teaching workload, implement procedures which provide for the detection and correction of incomplete or inaccurate teaching workload data, and document all formulas and guidelines used in reporting faculty teaching workload to CUPS.
