(Adrian Perry) explores the problems of ensuring that education and training are meeting public sector goals. "The Drivers for Change in Post-16 Learning" (Peter Robinson) examines the objectives underlying the government proposals. "What Do Employers Want? Do They Know? And Should We Listen?" (Andy Westwood) outlines the impact of the new emphasis on employer views on the supply and demand sides of educational policy delivery. Several papers contain substantial bibliographies. (MN)
