Focusing on advocacy (as distinct from lobbying) at the federal level of government, the purpose of this guide is to help develop and implement an action plan for family literacy advocacy. Its advice may be adapted to state and local elected officials as well as those in the non-political environment. Sections of the guide address advocating for family literacy; how a bill becomes law; appropriation bill timetable; ways to advocate (including letter writing campaigns, making telephone calls, visits by public officials, and visiting Senators and Representatives); key Senate Committees to contact; key House Committees to contact; roles of Congressional staff; and what to say when asked "Why family literacy." Contains 12 print resources for advocates and a 95-item glossary of legislative terms. (RS)
