This monograph on teaching students with emotional and behavioral disorders (E/BD) is divided into two parts, one that offers historical perspectives and one that looks at future directions. Following an introduction, individual sections of Part 1 address the following topics: (1) a brief history of special education for E/BD students; (2) key people and events in E/BD, three theoretical models, and failed policies; (3) promising practices; and (4) current issues (de-certification, alternative schools, recruitment and employment, and personnel preparation). The six chapters of Part 2 include the following topics: (1) recognizing that antisocial behavior is disabling; (2) implementing preventive practices; (3) finding and embracing the commonalities; (4) using scientific or common knowledge to promote best practices; (5) the circle of courage (belonging, mastery, independence, generosity); and (6) the "Car Talk" model of special education, based on the National Public Radio program, as it reflects the tenets of the circle of courage.
