This annual statistical report covers four student exchange programs administered by the Western Interstate Commission for Higher Education (WICHE). The report covers fall 1998 enrollments for undergraduate, graduate, and professional programs, as well as details of the funds flows between "sending" states and "receiving" institutions. In the Professional Student Exchange Program (PSEP) students usually pay resident tuition fees and sending states pay an additional "support fee" established by WICHE. The Western Regional Graduate Program (WRGP) includes graduate programs in all WICHE states except California. Students pay resident tuition. The Western Undergraduate Exchange (WUE) provides opportunities for a wide range of undergraduate programs in two-year and four-year colleges and universities. Participating states charge nonresident students 150 percent of resident tuition. In the WICHE Scholars program, any WICHE state may assist its residents in any field and degree level not covered by the other exchange programs. Participating states pay the difference between resident tuition (paid by the student) and the receiving institution's nonresident tuition. Tables 1-6 provide enrollment and financial information on the PSEP programs; table 7 gives current practice location for PSEP alumni by state and region-wide; table 8 is a 5-year enrollment summary for WRGP; table 9 provides WUE enrollment figures for 1998-99; and table 10 provides a 5-year summary of WUE enrollment.
