The financing of vocational education and training (VET) in Finland was examined. The analysis included consideration of the following: the legal, political, economic, and administrative background to financing of the VET system; European Union, state, regional, municipal, and social partner funding of the various types of initial and continuing VET in Finland; funding of training for unemployed individuals; and the future of VET financing in Finland. The study revealed that the system for funding VET in Finland has changed several times during the 1980s and 1990s. In recent years, the general emphasis has shifted to delegation of responsibility for VET funding to the local and regional levels. Several funding options for the future have been proposed, including abolishing targeted municipal subsidies in favor of general subsidies and instituting performance-based funding. However, a significant number of educational experts believe that no further funding reforms should be made until the current funding system has been allowed to stabilize over the next 5-10 years so that the effects of recent funding reforms can be evaluated fully.
