Survey of the Provision of Te Reo Maori, 1996.
Keegan, Peter J.
The report presents results of a 1996 national survey of New Zealand concerning the provision of Maori language instruction at all levels (early childhood, elementary (primary), secondary, and postsecondary (tertiary)), enrollment rates, student characteristics, and teacher characteristics and qualifications. Data are organized in these categories: enrollment and student achievement in the early childhood sector; enrollment (numbers and program types) and availability of Maori instruction at the elementary and secondary levels, especially for early childhood program students; availability of instruction at the postsecondary level, in different institution types; other Maori language providers (private organizations, heritage organizations); gaps in provision of Maori instruction for specific populations or through distance or correspondence education; gaps in the assessment of Maori language competency; and teacher training and teacher shortages. Eight recommendations are made for increasing availability of Maori teacher training, improving teacher training, language assessment research, increased provision of advanced Maori courses, investigation of distance education options, research on the progress of children having had early childhood Maori instruction, funding to find out what extent the Whanau members of Kohanga and Kura Kaupapa Maori/bilingual units are learning the Maori language, and funding for an increase in the provision of courses in subjects other than Maori. Appended materials include a map of New Zealand regions and two survey instruments. Contains 21 references. (MSE)
