Qualitative Investigation of Effective Service Coordination for Children and Youth with Emotional and Behavioral Disorders.

This final report describes a one-year qualitative research study that explores service coordination to children with emotional or behavioral disorders (EBD) and their families. First, the project's conceptual framework, an ecological approach, is briefly explained. Next, the concept of service coordination is discussed, noting the role of the service coordinator and the lack of published studies on service coordination. Third, the rationale for employing qualitative methodology is offered. The study involved a questionnaire, interviews, and focus group sessions with eight parents of children with disabilities and six professionals (nominated by the parents). Results are reported in terms of family and child demographics, child placement history, and professional disciplines represented in the group. Findings suggest that the extent to which service coordination is effective may depend upon the interaction of three primary factors: (1) personal characteristics of the professionals working with the family; (2) characteristics of the organization in which the professional is employed; and (3) characteristics of the larger community system. The study identified personal characteristics of professionals that either facilitated or hindered effective service coordination as well as intraorganizational and interorganizational factors that facilitated or hindered service coordination.
