Excellence, Accessibility, Responsibility. Report of the Advisory Panel on Future Directions for Postsecondary Education.

This advisory report presents 18 recommendations for cost sharing, cooperation among institutions, and meeting future demands for higher education in Ontario. A framework for public policy is offered which stresses the themes of excellence, accessibility, and responsibility and urges differentiation in strengths among colleges and universities, a less regulated environment, accountability, performance assessment, and adequate resources. The recommendations address the following areas: adequacy of total financial support; level of government support; distribution of government funding; research funding and policy; tuition fees and student assistance; private sector support; roles and linkages among colleges and universities; an advisory board on postsecondary issues; future needs; faculty appointment and retention; and the role of private universities. After an introductory chapter, chapter 2 discusses issues related to funding of postsecondary education; chapter 3 explores the roles of various postsecondary institutions and the linkages among them; and chapter 4 analyzes issues related to future demand for postsecondary education. Two appendices include: (1) a list of groups, organizations and individuals who contributed to the report; and (2) a background paper, "Prologue to Change: An Abbreviated History of Public Policy and Postsecondary Education in Ontario" by David M.
