This report examines the four program activities that account for two-thirds of delinquent debt owed to the Federal government: the Department of Education's Federal Family Education Loan Program (FFELP) with $20 billion and the housing programs of the Departments of Housing and Urban Development (HUD), Veterans Affairs (VA), and Agriculture that total another $5 billion. Agency efforts to collect on delinquent debts were assessed and enhancements were identified to improve collections. The data collection period covered October 1995 through March 1997. Amounts of reported delinquencies for the four agencies changed with the largest increase being related to the FFELP which grew from $14 billion in 1992 to $20 billion in fiscal year 1995. Defaulted guaranteed education loans represented over half of the reported credit program delinquencies and about 40 percent of the federal government's total delinquent nontax debt. It was found that education debts are more difficult to collect than other types of federal loans because they are unsecured; delinquent cases are not referred until after initial collection, usually a 4-year period; and it is more difficult to locate highly transient borrowers.
