Secondary Education in Estonia. Guide to Secondary Education in Europe Series.

This publication contains a brief description of secondary education in Estonia. The first section provides an overview of the societal and political context in which the educational system exists. The second section discusses current educational issues, including policy formation, finance, the school role in the community, administration and organization, curriculum, evaluation and assessment, school staff, and Estonia's relationship to the rest of Europe. Issues pertaining to educational efficiency and performance are discussed in the third section, with a focus on raising educational performance (students repeating grades in the years after being a Soviet state), student expulsions, and enrollment in institutions of higher education. Challenges, problems, and prospects are presented in the fourth section. The years 1966 to 1975 signified the transition to a compulsory general education system which contributed to a decline in educational standards and an unbalanced curriculum. Estonian educators are currently focusing on the development and implementation of the new curriculum, teacher training and financial aspects of education. Thirteen tables are included. (LMI)
