Adequate and Sufficient FE for Young People.

This document is designed for further education (FE) colleges and individuals responsible for regional FE planning in the United Kingdom. Based on several case studies and the views of selected stakeholders in FE, it presents a framework for ensuring adequate and sufficient FE for young people. Discussed in the document's four sections are the following topics: statutory responsibilities and stakeholders' interests (responsibilities for securing adequate/sufficient FE provision, duties of funding councils, role of training and education councils and regional/subregional groupings, Charter for Further Education, other interested parties, information sources); current issues and responses (key issues, planning in competitive environments, importance of local context, local planning forums, local partnerships, independent initiatives by colleges, improved information, strategic positioning, enhanced planning skills/systems, improved guidance, resources); a framework focusing on student entitlements that considers the differences between providing FE for young people and providing it for adults; and next steps (leveling the playing field and recent initiatives). Appended are the following: checklists for adequate and sufficient provision; extract from the 1992 Further and Higher Education Act; and a list of contributors and workshop participants.
