Science, Technology, and Government for a Changing World.
Carnegie Commission on Science, Technology, and Government, New York, NY.
The Carnegie Commission on Science, Technology, and Government has produced a set of reports which provide variations on one basic, underlying theme: the search for judicious use of science and technology in the context of humane, democratic values. Many steps should be taken in the organization and decision making of government to enhance the beneficial consequences of science and technology and to avert the unwanted. This document delineates some of these steps. Chapters are: "Preamble and Highlights of the Commission's Recommendations" (J. Lederberg); "The White House: Science & Technology and the President" (W. T. Golden); "Congress: Science, Technology, and the Legislative Process" (J. Brademas); "Judicial Decision Making: Creating Opportunities and Meeting Challenges" (H. L. Kaplan); "States: Meeting National Challenges Through a State-Federal Science and Technology Partnership" (R. F. Celete); "International Affairs: Science and Technology in U.S. International Affairs" (R. W. Nichols); "Global Development: Cooperation for Development Can Prevent Somalias" (J. Carter); "International Science Advice: The Institutions of Science and the Global Prospect: The Case of the Environment" (T. F. Malone); "National Security: New Thinking and American Defense Technology" (W. J. Perry); "Economic Performance: Organizing the Executive Branch for a Stronger National Technology Base" (B. R. Inman); "Education: In the National Interest. The Federal Government in the Reform of K-12 Math and Science Education" (L. M. Branscomb); "Environmental Research and Development: Strengthening the Federal Infrastructure" (H. G. Stever and R. Fri); "Regulation: Improving Regulatory Decision Making" (D. M. Costle); "Nongovernmental Organizations: The New Dimension in the Relations Between Science and Government" (W. D. Carey); "Government's Technical Leadership: Assuring Scientific Competence in Public Service" (N. R. Augustine); and "Long-Term Goals: Linking Science and Technology to Societal Goals" (H. G. Stever). Appendices include: About the Carnegie Commission on Science, Technology, and Government; Commission and Advisory Council; task forces and reports; participants in Commission activities with their affiliations; and biographies of authors.
