Collaborating To Improve Teacher Education and School Reform in Urban Settings.

A 3-year collaborative project among Clay and Duval County (Florida) school districts, two professional teacher organizations, Florida Community College at Jacksonville, and the University of North Florida College of Education and Human Services sought to improve the preparation of urban teachers, increase student achievement, and decrease urban teacher attrition rates. The project included a clinical continuum beginning with pre-education students at the community college and the university, continuing through their pre-internship and internship experiences and first year of teaching, as well as the development of in-service professionals. Targeted instructional strategies were chosen for proven effectiveness with urban students; professional norms were those that support reform of both preservice and inservice teachers (collegiality, experimentation, reflectivity, commitment to teaching, multicultural sensitivity, teacher empowerment, and ongoing inquiry). Teams were in place for each of four places on the continuum: an implementation team coordinated project parts, and an evaluation team worked at the end of the third year to assess and disseminate information and to make recommendations. The project has significantly restructured the clinical phase of teacher preparation, improved schools, and showed indications of lower teacher attrition rates.
