Handbook for the Evaluation of Teachers and Foreign Language Programs.

This handbook provides guidelines and forms for evaluating second language teachers' performance and second language programs. The first section, which addresses the supervision and evaluation of language teachers, outlines basic principles (supervisory goals, evaluator attitudes, supervisory visits, and follow-up conferences), gives instructions for using the teacher evaluation form, presents guidelines for classroom observation, and includes four evaluation instruments: a short form report on classroom observation; a standard long form for classroom observation; a cumulative teacher evaluation form; and a checklist of classroom interactions, activities in all language skills (speaking, listening, reading, writing, grammar), and language use, with space for comments on teacher strengths and weaknesses. The second section focuses on language program evaluation; it lists supervisory principles with implications for program evaluation and provides an evaluation form. In addition, two forms are appended, one for student evaluation of teacher and program and one for teacher evaluation alone. (MSE)
