The National Education Commission on Time and Learning (NECT&L) was authorized by Congress to conduct a comprehensive review of the relationship between time and learning in elementary-secondary education, including international comparisons, the use of time in and out of school, the use of facilities, year-round professional opportunities for teachers, and the estimated costs of adopting longer school days and years. This report summarizes proceedings of two hearings held in Lawrence, Kansas, as well as a site visit to the R. J. R. Nabisco-funded "Next Century School," the New Stanley Elementary School in Kansas City, Kansas. The hearings focused on the school as a community institution, youth as community members, the interaction between school and community needs, and ways in which out-of-school time can be utilized.
