In 1982 the Milton S. Eisenhower Foundation, with funding from the Ford Foundation and assistance from more than 60 local and national funders, began a neighborhood self-help crime-prevention program in 10 inner city communities. The program was based on reducing urban violence and drug abuse through youth empowerment, community revitalization, and grass-roots action. This tenth anniversary report summarizes the results and lessons of the demonstration projects during the past decade, describes the next generation of private-sector venture, and proposes new and politically feasible national policies that build on the program's practical experience in the inner cities. The inner-city organizations were established in Baltimore (Maryland), Boston (Massachusetts), Brooklyn and the Bronx (New York), Cleveland (Ohio), Miami (Florida), Minneapolis (Minnesota), Newark (New Jersey), Philadelphia (Pennsylvania), and Washington (D.C.). Eight of the groups implemented their programs successfully, as evaluation confirmed. In general, evaluation results suggested that opportunity-reduction programs were not very effective in reducing crime, although they brought other benefits, but that programs aimed at meeting the needs of disadvantaged youth have real potential for helping the inner city.
